The study captured respondents’ views on: the existing paratransit regulatory system the operator engagement process around the BRT system and its proposed competition and ownership model and their own needs and expectations around ownership, competition and government intervention. This paper reports on the findings of semi-structured, qualitative interviews with paratransit owners and operator associations in Cape Town.

Infrastructure planning and construction proceeded relatively smoothly, but at the level of operator engagement there are significant uncertainties and the first series of negotiations remains unresolved despite having been initiated in 2008. Supported by the national reform programme the first BRT services in Cape Town were inaugurated in May 2011. Paratransit operators affected by proposed BRT routes can opt to be incorporated by forming new companies and negotiating long-term operating contracts, but must withdraw their existing paratransit services from those routes. Besides large-scale infrastructural investments, a key aim of the programme has been to bring about consolidation and formalisation in the highly fragmented paratransit sector that dominates the urban public transport market nationally. In 2006 the South African government launched a public transport reform programme promoting the introduction of bus rapid transit-type services in a number of cities around the country. In this paper, we will analyze the transport of passengers by paratransit in urban and rural areas, its problems and carry out research by different methods in southern Serbia, but also define the name paratransit. All this in order to improve the mobility of citizens. Collaboration between the mass transit subsystem and the flexible public urban passenger transport subsystem in the concept of integration of combined mobility services and the portfolio of public urban passenger transport systems can be environmentally and economically advantageous and crucial for operators to offer a real alternative to a privately owned car. For the realization of its transport needs, the user has at his disposal a fleet of different structural and exploitation characteristics, which he uses for individual trips, and the tariff and conditions of use are agreed with the operator before the start of using the service.

SUMMARY Flexible public urban passenger transport (paratransit) is one of the subsystems of public urban passenger transport, which, by its concept, lies between a private passenger car and a standard bus subsystem, which provides system users with flexible service in terms of choice of vehicle routes, service time, vehicle selection, carrier selection, tariff, and usage.
